हिन्दी भाषालाई विवादमा राख्ने कि मान्यता दिने ?

नेपाली र हिन्दी दुवै भाषाको जन्म संस्कृतवाट भएको हो । विश्वको तथ्यांक हेर्ने हो भने चिनियाँ भाषा पछि अंग्रेजी विश्वमा दोश्रो सवैभन्दा धेरै मान्छेले (५१० मिलियन) वोल्ने भाषाको रुपमा र हिन्दी विश्वमा तेश्रो सवैभन्दा धेरै मान्छेले (४९० मिलियन) वोल्ने भाषाको रुपमा परिचित छ । विश्वमा यस्ता पनि धेरै देशहरु छन् जहाँ आफ्नो भाषा भन्दा पनि अरु भाषा देशको प्रथम वा द्धितिय सरकारी भाषाका रुपमा स्थापित छन् । उदाहरणको लागि अष्ट्रियामा, जर्मन भाषा सरकारी भाषाको रुपमा स्थापित छ । त्यसै गरी ग्रिसमा फेन्च भाषा सरकारी भाषाका रुपमा स्थापित छ । नेपालको कुरा गर्ने हो भने हिन्दी भाषाले मधेशी र पहाडी समुदायका मानिसहरुलाई संवाद आदानप्रदानको साथै आपसी सदभाव कायम गर्न एउटा पुलको भूमिका निर्वाह गदै आइरहेको छ । किनभने पहाडमा वस्ने प्रायः मानिसहरुलाई मधेशमा वोलीने क्षेत्रीय भाषाहरु आउँदैन । मधेश वा तर्राईमा वस्ने मानिसहरुलाई प्रायः गरी नेपाली वा पहाडमा वोलीने क्षेत्रीय भाषाहरु आउँदैन । तर अचम्म के छ भने यी दुवै समुदायको प्रायः मानिसहरुलाई हिन्दी भाषा बुझ्छन् । बोल्न आउँछ । यसरी यो भाषिक सद्भाव र आपसी मेलमिलाप शताव्दीदेखी मधेशी र पहाडीमूलका मानिसहरुबिच चली आइरहेको छ । र आउने दिनमा पनि हालमा देखिएका झिना मसिना समस्यालाई समाधान गर्दे निरन्तर रुपमा चलिनैरहनेछ ।
सम्पूर्ण नेपालीहरुले ध्यान दिनु पर्ने कुरा के हो भने जो आफूलाई नेपाली भाषाको प्राज्ञ र ज्ञाताका रुपमा वुझ्छन् उनीहरुलेनै हिन्दी भाषा नेपालमा राष्ट्रिय आधिकारीक भाषा हुने वितिकै देश समाप्त भई देशमा दक्षिणपन्थीहरु हाबी हुन्छन् कि भनेर गलत प्रचार र भ्रम फैलाइरहेका छन् । दुई तिन वर्षअगाडी सम्म नेपाल एक हिन्दु राष्ट्रको रुपमा परिचित थियो । तर आज नेपाल धर्म निरपेक्ष राष्ट्रमा परिवर्तन भएको छ । तर्सथ नेपालमा भइरहेको आमूल परिवर्तन लाई आत्मसात् गर्न नसक्ने र नेपालमा अग्रगामी परिवर्तन नचाहनेहरुले यस्ता विभिन्न वहाना मार्फत् हिन्दी भाषालाई पनि विवादको विषय वस्तु वनाई भ्रम र गलत प्रचार गरिरहेका छन् । यसै सन्दर्भमा प्रकाशित लेखहरुले पनि आगोमा घ्यु थप्ने काम गरी क्षेत्रीय र भाषिक सद्भाव बिथोल्न खोज्नु दुभार्ग्यपूर्ण रहेको छ । के तलका उदाहरणहरुले प्रमाणित गर्दैनन् नेपालमा हिन्दी भाषाको एउटा आफनै महत्वपूर्ण स्थान छ ?
नेपालका प्रायः सिनेमा घरमा हिन्दी फिल्म नै धेरै चल्छ । हामी नेपाली फिल्मको तुलनामा हिन्दी फिल्म नै वढी हर्ने गछौं । हिन्दी टि.भी. कार्यक्रमहरु प्राय:जसो हरेक घर परिवारमा हेर्ने गरिन्छ । राष्ट्रभक्त कर्मचारी देखी राष्ट्रभक्त नेताहरु भारत भ्रमणमा जाँदा नेपाली वा अंग्रेजी भाषा प्रयोग गर्दैन् हिन्दीभाषामै कुराकानी, छलफल गर्ने गरेको तथ्य सवैलाई थाहा छदैछ । त्यसै गरी भारतीय पर्यटकहरु नेपाल आँउदा नेपालीहरुले उनीहरुसँग अंग्रेजी वा नेपालीमा कुराकानी नगरी हिन्दी भाषा प्रयोग गर्नै गरेका छन् । आज भोलि त काठमाडौंमा पनि हिन्दीभाषाको प्रयोग प्रायः जसो हरेक पसल, होटल र विशेष गरी संविधानसभा कक्षमा हुने गरेको छ । २० लाख भन्दा बढी नेपाली दाजुभाई दिदीवहिनीहरु भारतमै वर्षोनी आफ्नो जिविका निर्वाह गर्ने गरिरहेका छन् । यी लाखौं नेपाली दाजुभाई दिदी बहिनीहरुले भारतमा हिन्दी र नेपाली भाषा सहज रुपमै वोलीचाली गर्छन् । हजारौं नेपालीहरु भारतमा उपचारकोलागि दिनहुँ जान्छन् । त्यहाँ उनीहरु नेपाली वा अंग्रेजी भन्दा पनि हिन्दी भाषानै वोल्नमा प्रयोग गर्छन् ।
हिन्दी भाषाको प्रयोग संविधान सभामा हुँदा कुनै पनि अवरोध देखिएन् । नेपालका मन्त्रीहरुले पनि शपथग्रहण हिन्दी भाषामा गर्दा त्यसमा धेरै विरोध देखिएको छैन् । तर उपराष्ट्रपति परमानन्द झाले हिन्दी भाषामा शपथग्रहण गर्दा राजनितिक विवाद सिर्जना भएको छ । एक प्रकारको भाषिक लडाईको वातावरण सिर्जना गरिँदै छ । र मूलतः फेरी मधेसी र पहाडी समुदाय वीच भ्रम र आरोप प्रत्यारोषको वातावरण सिर्जना हुनु दुर्भाग्यपूर्ण छ । भाषिक विवादलाई राजनैतिक रुपमै समाधान गरिनुभन्दा त्यसको फैसला अदालतले गर्नु दुर्भाग्यपूर्ण हो । कुनै भाषा प्रति पूर्वाग्रही भई निर्णय गर्दा देशको भलो भन्दा कुभलो वढी हुन्छ भने सत्यलाई हामी सवैले वुझ्नै पर्छ ।
कतिपय पत्र पत्रिकाले लेखेका छन् कि ०.५ प्रतिशत (२००१ को जनगणना अनुसार) नेपाली जनताले मात्र मातृभाषाका रुपमा हिन्दी वोल्छन् । तर मेरो प्रश्न के हो भने हरेक नेपालीले (चाहे त्यो मधेशी होस् वा पहाडी) आफनो छातीमा हात राखेर भनोस् कि उसलाई हिन्दी भाषा वुझ्न र वोल्न आउँछ कि आउदैन ? विभिन्न समयमा गरिएको अध्ययनले प्रमाणित गरेको छ कि करिब ७०-७८ प्रतिशत नेपालमा वस्ने नेपालीहरु हिन्दी भाषा बुझ्छन् । बोल्न आउँछ । स्मरण रहोस् कि २००१ जननगणना अनुसार जम्मा ४८.६१ प्रतिशत नेपालीले मात्र नेपालमा नेपाली भाषा वोल्छन् । वाकि ५१.३९ प्रतिशतले अन्य विभिन्न भाषा वोल्ने गरेका छन् । तसर्थ, नेपाली भाषा पनि वहुमत नेपालीको भाषा त होइन रहेनछ भन्दा अत्युक्ति नहोला । राष्ट्रिय भाषा त्यस्तो भाषा हुनु पर्दछ जसलाई धेरै जसो नेपालीहरुले बुझ्ने र बोल्ने हुनुपर्छ । जहाँ सम्म हिन्दी भाषा नेपालमा राष्ट्रिय भाषाको रुपमा पहिचानको कुरा हो, माथिको तथ्यांक लाई आधार मान्ने हो भने मेरो विचारमा नेपाल एक वहु भाषिक देश भएको हुनाले र हिन्दी भाषा वहुसंख्यक नेपालीले बुझ्ने र वोल्ने हुनाले यसले दोश्रो आधिकारीक भाषाका रुपमा उचित स्थान पाउनु पर्छ । आशा गरौं देशको सर्वशक्तिशाली संविधान सभाले छिटै यस विषयको टुंगो लगाउनेछ ।
अन्तमा, नेपाली भाषालाई प्रथम आधिकारीक राष्ट्रिय भाषा, अंग्रेजी र हिन्दीभाषालाई दोश्रो आधिकारीक राष्ट्रिय भाषा तथा नेपालमा वोलीने विभिन्न क्षेत्रीत्र भाषालाई तेश्रो आधिकारीक राष्ट्रिय भाषाको रुपमा नेपालको संविधानमा परिभाषीत गरिनु पर्छ । विश्व समुदायलाई नेपाल एक धर्म निरपेक्ष वहु भाषिक संधिय गणतन्त्र राष्ट्र हो भन्ने संदेश दिदाँ नेपालको सम्मान विश्व समुदायमा अझ वढ्नेछ ।

(बहसमा उत्रने सबै साथीहरुलाई धन्याबाद नेपालप्लसको तर्फबाट । तर केहि साथीहरुले नितान्त असभ्य भाषामा प्रतिक्रिया ब्यक्त गर्नु भएको छ । प्रतिक्रिया ब्यक्त गर्न र बहस गर्नकै लागि राखिएको हो यो लेख । गाली र ताली दुबै स्विकार्न लेखक तयार छन् । नेपालमा भाषाको मान्यतबारे अहिले बहस, छलफल, चर्चा, बिरोध चलिरहेको छ पक्ष र बिपक्षमा । त्यसैले यो विषय नितान्त उठाउनुपर्ने थियो । र राजेन्द्रजीले उठाए । यसमा तपाईहरुको बिरोध, समर्थन, सुझाव जे पनि हुनसक्छ । र आफ्नो पक्षमा कसैलाई पार्नको लागि गाली, बेइज्जती, धम्की, अपशब्द प्रयोग गरेर वा नितान्त असभ्य भाषा प्रयोग गरेर होइन कि तर्कले हो । त्यसैले आफु र आफ्नो मान मर्यादाको लागि पनि क्रिपया सभ्य र बुझ्ने भाषामा तर्कहरु राख्नुहोस्, बहस चलाउनुहोस । आफ्ना तर्क राख्न तपाई विद्वान पाठकहरुलाई जतिपनि ठाउँ उपलब्ध गराउने छ नेपालप्लसले । देशमा चलिरहेको ज्वलन्त विषयलाई बहसमा ल्याएर आफ्ना तर्क राख्दैमा उस्लाई राष्ट्र बिरोधी, राष्ट्रियता बिरोधी, आफ्नो भाषा बिरोधी भनेर तथानाम गाली गर्न के सुहाउला ? म फेरिपनि जोड दिन्छु क्रिपया सभ्य भाषामा आफ्ना तर्कहरु राखेर लेखकलाई पाठ सिकाउनुहोस। सोच्नु पर्ने बाध्य पार्नुहोस । बौद्दिक खुराक दिएर हायलकायल पार्नुहोस । कलम चलाइरहेको ब्यक्तिलाई हौसला दिनुहोस । कम्सेकम उनले हाम्रा नेतालेझैं लुकि छिपी बिदेशीको चाकरी त गरेनन् । आफुलाई लागेको विषय र तर्कलाई स्पष्ठसित बहसकालागि राखे । के यो सकारात्मक पक्ष होइन ? त्यसैले साथीहरु म फेरि आग्रह गर्छु कम्सेकम सभ्य भाषा प्रयोग गरेर बहस चलाउनुहोला । हौसला दिनुहोला । अन्यथा तपाईले महत्वपूर्ण समय खर्च गरेर लेखेको प्रतिक्रिया रद्द गर्नुको बिकल्प रहने छैन-नेपालप्लस डट कम) ।

If we not accept such Hot tropic,can’t discuss,debate on current tropics. Ofcourse, we Nepalese play with Hindi languege, but we never acept Hindi language as National language even not in third or fourth priority language. We hate Hindi language to be adressed as National language. Please mind it, it will create conflicts between Madhesi rooted Nepelese and Pahadi rooted Nepalese. I suggest, don’t write this sort of conflict spreading write. No more.

Good morning
Before I say anything I want to explain one story with happen to me In Dubai U. A. E. I speak Nepali, English, and Hindi very well. I work in Dubai as a Security guard. One of Indian discriminate me because I speak in Hindi with him. Even that Indian man dont speak Hindi very well he is from Kerala India. In middle east some of bullsheet Indian dont understand Hindi because in India there are 36 official language each and every state. I never ever been in India. After that incident I hate these indian people. He discriminate me because I speak in Hindi. He thought I dont how to speak english. Therefore if you want you respected then you must speak your language Nepalese or English. Even in middle east most of the time we Nepalese are discriminate because of language. In middle east people think that Nepalese are uneducated and they dont know speak english, That the main reason of discrimination to Nepalese. Another thing if one man from India Panjab he proud to speak in Panjabi not in Hindi. another Indian from Tamilnadu he proud to speak Tamil. another Indian come from Karela he proud to speak their languages Malayam. then I dont understand you are from Nepal and you dont know how to speak Nepali and you are feeling shame to speak Nepali. Oh my god what kind of people you are? I dont understand you guy why you support to Hindi languages. You know last time I fight with one Bangladeshi and Pakistani man because they said that Nepal is a Part of India, Then I tell them that you all Pakistani are terriost because all the terriost are muslim. They are either from Pakistan or Afganistan. Ofcoure truth is bitter but I also answer them (Pakistani people) you all are radical muslim and the source of terriosm. Then he never speak to me. One Bangaladeshi man said to me you Nepal people speak Hindi becasuse Nepal is a part of India. Then I answer him that you and your country is part of India. Then Pakistan as well. if you read the history Nepal and Nepali never colonel by any country but you country is coloneis by British India, you are part of british Indian. then he keep quite. Another thing in Middle east most of the people think that Nepal is poor and uneducated country.That the reason we are low paid because of our language. If you speak hindi you are discriminate yourself. therefore please please respect our languages and speak Nepali and save our languages. you know Bangadesh free from Pakistan because of the issue of Languages. Therefore respect our language Nepali. Better speak English but stop support to Hindi. I am not aganiest Hindi languages but it doesnot make sence that you support Hindi because you know how to speak Hindi.

Before I say anything I want to explain one story with happen to me In Dubai U. A. E. I speak Nepali, English, and Hindi very well. I work in Dubai as a Security guard. One of Indian discriminate me because I speak in Hindi with him. Even that Indian man dont speak Hindi very well he is from Kerala India. In middle east some of bullsheet Indian dont understand Hindi because in India there are 36 official language each and every state. I never ever been in India.
